No work is authorized in UTRWD easements without prior written authorization from UTRWD.

* Please note Subsurface Utility Engineering (SUE) is required at the exact crossing location for all proposed crossings of UTRWD infrastructure and easements. A Development Review must be submitted prior to initiating any line locate requests for SUE work. A UTRWD representative must be present for all SUE work.

Q1. What is the typical response time for a Development Review?
Review times vary, as they will be reviewed in the order received. Review times generally take 6 to 8 weeks. A confirmation email will be sent once the required forms have been submitted. If a confirmation is not received within 5 business days, please contact us.
Q2. What forms should I submit?
Please see the table above for applicable forms required by individual activities. All forms must be filled out (incomplete forms will be returned).

Q4. Have a general question or unsure of which form(s) to complete?

Q5. What is a completed plan set?
A completed plan set includes all design sheets related to the proposed development NOT only the sheets showing UTRWD easement/infrastructure. Generally, a completed plan set includes but is not limited to: grading, paving, water, wastewater, electrical, etc. plan sheets. Note only a signed and sealed plan set will be considered for final approval. You can submit draft documents for the initial review.

Q7. When do I need to submit a Subsurface Utility Engineering (SUE) Form?
SUE forms shall be competed and sent to developmentreview@utrwd.com after approved SUE work is completed. Your assigned reviewer of a Line Locate request will provide the form and additional information.
Q8. How do I schedule a meeting with UTRWD?
All meetings shall be scheduled in advance (minimum 24 hours). Unfortunately, UTRWD staff will not be able to accommodate walk-in meeting requests.
